Too Young thumb

In England and Wales, 10 year olds may now be criminally prosecuted and acquire criminal records, the lowest age in the EU. In 2012, 2,000 primary-school-age children were arrested in England and Wales leading scientists, ethicists and lawyers to question whether children’s brains are sufficiently developed for them to function as moral agents.
